Palmyra City Council Discusses Hail Damage, Infrastructure Projects

The Palmyra City Council convened at 7 p.m. on June 20, 2024, in the Palmyra Council Chambers. Mayor Alan R. Adrian presided over the meeting, which began with the Pledge of Allegiance. Council members in attendance included Clay Thornburg, Earl Meyers, Pam Behring, Brock Fahy, Zach Jones, and Steve Bland. Also present were Brent Abell, Eddie Bogue, Mike Baker, James Konnor McKenna, Alexis Diaz, Steve Miller, and James Lemon.
Council Member Behring motioned to approve the amended agenda, seconded by Council Member Fahy. The motion passed unanimously.
Council Member Behring also moved to approve the consent agenda, which included approval of the June 6 minutes, bills for approval, and the May financial report. The motion, seconded by Council Member Jones, carried with all members voting in favor.
Mayor Adrian administered the oath of office to Officer James Konnor McKenna, who recently graduated from the academy. Officer McKenna and Alexis Diaz left the meeting at 7:03 p.m.
Unfinished Business
The council is trying to schedule a second meeting to discuss Charter pole attachment issues.
There were no updates on insulation quotes for the Palmyra Fire Protection District building.
Structural engineering quotes from two firms were received to assess roof leaks at City Hall.
Council Member Fahy moved to accept an $1,800 engineering quote from MECO Engineering for the roof assessment, seconded by Council Member Thornburg. The motion passed unanimously.
The city will apply for disaster funding through CDBG for expenses from the May raw water line break. Council Member Fahy moved to approve the Mark Twain Regional Council of Government to administer the grant, adopt Resolution #2024- 04, and authorize Mayor Adrian to execute all grant documents. The motion was seconded by Council Member Behring and passed unanimously.
Committee Reports
Council Member Bland reported that the police and finance committees recommended purchasing a 2024 Chevrolet Tahoe for the police department, with city costs not exceeding $40,000. The recommendation was approved with all members voting in favor.
Council Member Jones discussed streets for the 2024 asphalt overlay project and other street issues.
Council Member Fahy reported on personnel and finance committee discussions, including potential health insurance premium increases and software upgrades.
Council Member Meyers mentioned new roof and door replacements for the police station due to hail damage.
Superintendent Brent Abell summarized the scheduled citywide outage for maintenance on the main transmission line feeding Palmyra.
Council Member Fahy updated the council on the Marion-Ralls Port Authority.
Council Member Bland highlighted discussions from the Board of Public Works meeting, including a cultural survey by Switchgrass and issues with the Cooper engines.
The July council meetings are scheduled for the 11th and 18th, with Mayor Adrian out of town on the 11th.
The council entered a closed session at 7:58 p.m. to discuss legal matters, with City Clerk Deena Parsons and City Attorney James Lemon present. The closed session adjourned at 8:07 p.m., concluding the council meeting.
