Voters Decide Key Races, Propositions in Marion County Municipal Election

Marion County, Mo. — April 8, 2025

Marion County voters headed to the polls Tuesday for the general municipal election, deciding a variety of city, school board, and proposition races. Voter turnout was reported at 15.39%, with 2,535 ballots cast out of 16,471 registered voters. All 15 precincts reported results by Tuesday evening.

Hannibal Races

  • Mayor: Incumbent Darrell McCoy secured re-election with 61.5% of the vote (1,112 votes), defeating challenger Charles J. Phillips (696 votes).
  • Municipal Judge: Donald McMaster Bastian ran unopposed, receiving 100% of the 1,566 votes cast.
  • City Council Ward 2: April Azotea led a three-way race with 45.18% (164 votes), followed by Tammy Riley(40.50%) and Earl Thughes III (14.33%).
  • City Council Ward 4: Euhlan (Robbie) Leeders Jr. ran unopposed, earning all 87 votes.

Hannibal School Board (R-60)

Voters selected two candidates from a field of five:

  • Ann Lear – 1,120 votes (27.81%)
  • J’Nelle Lee – 1,106 votes (27.46%)
    They will join the school board. Other candidates included Scott Hawes (853), Chuck Huston (530), and Jamie McCoy (419).

Propositions

  • Hannibal Proposition B: Passed with overwhelming support — 81.72% (1,515 votes) voted YES, and 18.28% (339 votes) voted NO.
  • Marion R-11 Proposition K.I.D.S.: Also passed, with 85.71% (150 votes) in favor and 14.29% (25 votes) opposed.
  • Monroe City Proposition A: Passed by a narrower margin — 58.73% (37 votes) YES to 41.27% (26 votes) NO.

Marion R-11 School District

  • Beau Britt was elected to the school board with 100% of the 136 votes cast (voters could choose up to two candidates, but Britt was the only name listed).

Palmyra Races

  • Mayor: Rusty Adrian won unopposed with all 65 votes.
  • Councilmember Ward 1: Brock Fahy received all 25 votes.
  • Councilmember Ward 2: Steve J. Bland was elected unopposed with 12 votes.
  • Councilmember Ward 3: Rex Thomas Jr. also ran unopposed, securing 26 votes.

Monroe City Races-NOTE: THESE ARE THE MARION COUNTY VOTES ONLY, NOT THE FINAL RESULTS FOR THESE RACES.

  • Rural Fire Director: Ralph J. Lemongelli defeated Joe Timbrook, earning 57.83% (48 votes) to Timbrook’s 42.17% (35 votes).
  • Alderman Ward 1: Jason Osbourne beat Vicky Ely Holland with 68% of the vote (17 to 8).
  • Alderman Ward 2: Adrian Saunders was elected unopposed with 34 votes.
