Council Moves Forward on Sales Tax Ordinance and Public Works Projects

The Palmyra City Council convened on Thursday, July 17, in the Chamber Quarters of Palmyra City Hall.
The meeting began with the approval of both the regular Agenda and the Consent Agenda.
Unfinished Business
During the review of ongoing matters, the council finalized revisions to the consolidated Policies and Procedures Manual. Additionally, they addressed drainage issues impacting the property of Joe Schaffer. To mitigate erosion and manage water flow more effectively, the current plan includes clearing brush and installing riprap and ditch liners.
New Business and Approvals
The council approved an invoice from Klingner and Associates for ongoing water system improvements. The invoice was reviewed, voted on, and passed unanimously.
A second reading of Bill #1656 was conducted. This ordinance amends Title 1 of the Government Code, specifically Chapter 130 on Taxation and Finance, to formally incorporate the existing citywide sales tax ordinance into the official City Code. The council unanimously approved the bill.
A change order was requested regarding the CDBG (Community Development Block Grant) for infrastructure improvements on North Dickerson, leading toward the golf course.
Committee Reports
Council Member Steve Bland (2nd Ward) shared updates from the Police Committee. In Chief Baker’s report, the council discussed improving transparency around the use of Flock security cameras. A public portal and policy documentation are in progress to enhance public understanding and oversight. The city website is currently undergoing updates and is expected to be functional soon.
Ongoing Projects
Surveying is underway for the Hutcherson Trail project, also being conducted by Klingner and Associates. Once surveying is complete, the project will move into the bidding phase, supported by a previously secured grant.
The next Palmyra City Council meeting is scheduled for Thursday, August 7.
