Marion County Commission Approves Liquor Licenses, Sheriff’s Vehicle Bid

PALMYRA, Mo. — The Marion County Commission convened in regular session Monday, Aug. 25, at the courthouse in Palmyra, addressing a range of financial, administrative and public safety matters. Commissioners J. David Lomax, presiding; Larry Welch, Eastern District; and Lacey Miller, Western District, were present, along with County Clerk Marla Meyers.
Liquor Licenses Approved
The commission approved multiple liquor licenses for both temporary and annual operations. Small Batch Winery was granted a license covering Aug. 29 through Sept. 1, 2025, at a cost of $43.
Annual licenses for the 2025–2026 period were approved for the following businesses:
· Rumor Has It LLC, $303 for retail by the drink (RBD) and $203 for Sunday by the drink (SBD)
· El Jalisco Mexican Restaurant Inc., $303 (RBD) and $203 (SBD)
· William and Doris Scheiner, Rustic Oak Grill & Pub, $303 (RBD) and $203 (SBD)
· Knights of Columbus, $303 (RBD)
Sheriff’s Department Vehicle Procurement
Sheriff Jimmy Shinn addressed the commission regarding the need for three new patrol vehicles for the Sheriff’s Department. He received approval to begin soliciting bids for a lease agreement spanning three to four years, with payments deferred until 2026. Shinn said the department will prepare three older vehicles for resale. He is scheduled to return with a progress report in 30 days.
County Coordinator’s Report
County Coordinator Teya Stice reported the submission of all necessary documentation for a boiler replacement grant. She requested guidance on whether to proceed with hiring an engineer to draft project specifications. Commissioners advised waiting until the grant is formally approved and signed by the state director.
Stice also updated the commission on the Whitaker Bridge project. She reported that 15% of the construction work is complete, while only 7% of the contracted project time has elapsed. Crews encountered bedrock during excavation, which will require a change order to address the unexpected geological condition.
Additionally, Stice and Commissioner Miller conducted a visit to the county’s storage units last Friday to evaluate available space for the Circuit Clerk’s storage needs. Stice will contact Illinois School Supply about evaluating old desks currently stored in the facility, with the goal of creating additional space.
The commission also authorized a reimbursement request to the Missouri Department of Transportation (MoDOT) in the amount of $5,645.68 for expenses related to the Whitaker Bridge project.
Following the meeting, commissioners planned to attend a pre-construction conference with MECO Engineering, MoDOT, Bleigh Construction and area utility companies.
No Meeting Scheduled for Labor Day
By unanimous vote, the commission approved the cancellation of its next regular session, scheduled for Monday, Sept. 1, in observance of the Labor Day holiday. The courthouse will be closed. The next meeting is scheduled for Monday, Sept. 8, at 9:30 a.m.
Adjournment
The commission adjourned its session with all agenda items addressed. The meeting marked the ninth day of the commission’s July term.
