Marion County voters decide local races, measures in Tuesday election

MARION COUNTY — Marion County voters turned out at a rate of 29.81 percent for Tuesday’s General Municipal Election, with 5,493 ballots cast out of 18,426 registered voters. Unofficial results showed voters approving the countywide Homestead Property Tax Credit, while rejecting Proposition 61, Monroe City Proposition No. 1, and narrowly approving Hannibal Proposition R.

In the countywide Homestead Property Tax Credit question, voters approved the measure 3,186 to 2,239. Countywide Proposition 61, which asked voters whether to create the Hannibal Expressway Transportation Development District and authorize a districtwide sales tax to fund improvements along the U.S. Highway 61 corridor, failed by a vote of 3,548 to 1,938. Marion County Public Water Supply District No. 1 voters approved their bond issue question 883 to 300. In the Lewis County C-1 School Board race, Michael Scoggin received 36 votes, Donna Reid 25, Jake Hedges 23, Allen L. Brinkley 15 and John Sparks Jr. 10. The top three finishers were Scoggin, Reid and Hedges. In the R-4 Fire Protection District board race, Kent Richmond defeated David Keith, 48 to 29.

In the Monroe City R-1 School Board race, Mechele Ogle led with 219 votes, followed by Tyler Mudd with 191, John E. Long with 179 and Jennifer Hinds with 150. The top three vote-getters were Ogle, Mudd and Long. In the Marion County R-II School Board race, Jason (Reed) Plunkett received 239 votes, Mike Lauber 224, Jennifer Corey 178 and Wesley Joe Tuley 167. The top three finishers were Plunkett, Lauber and Corey.

In Monroe City city races, Ronnie Miller defeated Kenneth L. Pryor for mayor, 81 to 29. Zach James was elected city marshal with 100 votes. Kevin O’Bryan was elected alderman for Ward 1 with 30 votes. In the Ward 2 alderman race, Don Giltner defeated Michael Schneider, 39 to 34. Monroe City Proposition No. 1, which would have allowed the city to appoint a chief of police by ordinance, failed 71 to 41.

In Palmyra, Kelly Walotka was elected council member for Ward 1 with 164 votes. In the Ward 2 race, Clay O. Thornburg defeated Terry Robertson, 111 to 76. Eddie Kamm was elected council member for Ward 3 with 199 votes.

In Hannibal, Michael Fleetwood was elected council member for Ward 5 with 385 votes, and Nathan Munger was elected council member for Ward 6 with 420 votes. Hannibal Proposition R, which asked voters to approve a $1.90 monthly recycling fee for three years, passed by just six votes, 1,379 to 1,373.

Several other Marion County offices were uncontested and, under Missouri law, no election was held for those positions. Those candidates include Stacey L. Graves, Dennis Michael Westbrook and Charles E. Huston Jr. for the Hannibal 60 School Board; Jeff Weaver, Doug Meyers and Leisa Hinkle for the Palmyra R-I School Board; Charles Webster for the Maple Lawn Nursing Home Board; Brian J. Fowler and Elizabeth Marie Frankenbach for the Marion County Ambulance Board; Connie Thurman for the Monroe City Ambulance District; Kelly Crook and Travis Cunningham for Marion County PWSD 1 board positions; Donnie Hays for the Monroe City Area Fire Protection District; Hermann Henry Spilker for Shelby County PWSD No. 1; and Aaron Ball and Joseph Strode for Ralls County PWSD No. 1.
